In a large, deep skillet, cook the ground beef over medium-high heat until evenly browned; drain any excess fat.

Season the cooked beef with taco seasoning, minced garlic, chili powder, and cayenne pepper. Stir in water, reduce heat to low, and simmer for 10 minutes.

Step 3

Preheat the oven to 375 degrees F (190 degrees C). Grease the bottom of a 9×13-inch baking dish with cooking spray.

Step 4

Arrange 6 tortillas in the prepared baking dish. Spread 1/3 of the salsa over the tortillas. Evenly distribute half of the meat mixture on top of the salsa. Sprinkle with half of the sliced green onions.

Step 5

Randomly dollop half of the sour cream over the green onions. Top with 1/2 cup Cheddar and 1/2 cup Monterey Jack cheese. Repeat the layers.

Step 6

Finish with a layer of 6 tortillas, spread with the remaining salsa, and sprinkle with the remaining cheese.

Step 7

Bake in the preheated oven until golden brown on top and the cheeses are melted throughout the layers, for about 30 to 45 minutes.
